Job Description

The Program Learning and Development (L&D) Manager will be a crucial member of the Knowledge Management team, responsible for facilitating the creation and mobilization of program knowledge for internal and external use in a multi-stakeholder environment. The role entails leading the development of learning tools and programs that empower staff (local, regional, and global teams) to achieve program goals, documenting program strategy and processes (implementation and M&E) in strong collaboration with local teams, and generating key insights for multiple stakeholders. The manager will also foster a culture of continuous learning and improvement.

The ideal candidate for this role will have hands-on experience in learning, design and delivery in a rapidly-growing organization and combines a passion for international development with a strategic mindset and excellent interpersonal skills. They should be enthusiastic about the mission of the organization, dedicated to fostering an environment of continuous learning and improvement, and adept at navigating the complexities of international development work.

Roles & Responsibilities

Learning Program Development:

  • Design and implement learning tools and programs that effectively disseminate program knowledge and best practices to enhance program quality and replicability.
  • Design scalable training programs and processes that address the specific needs of program staff, including team leadership, data literacy, project management, monitoring and evaluation (M&E), stakeholder engagement, and sector-specific skills.
  • Utilize a variety of training methodologies, techniques, learning tools, and practices to ensure comprehension and retention of key concepts as well as adoption of desired practices.
  • Enhance staff competencies and align with our strategic goals. Ensure learning initiatives support the theory of change, logic models, and M&E frameworks.
  • Develop and implement a comprehensive learning and development strategy that aligns with the organization’s strategic goals, fast pace of growth, and program needs.
  • Regularly monitor and evaluate learning programs and knowledge management practices and continuously improve initiatives to align with organizational needs and programmatic outcomes.

Knowledge Generation and Management:

  • Develop and maintain a comprehensive body of knowledge that captures our dynamic program methodology, including methodology refinements, innovations, and pilots.
  • Develop and manage a pipeline of key program documentation and learning priorities, engaging with various stakeholders to ensure strategic alignment and collaborating with program teams to conduct the research, testing, and documentation needed to advance our work.
  • Establish and maintain a knowledge management system that facilitates the collection, analysis, sharing, and updating of program insights and best practices.
  • Work closely with program teams to document case studies, lessons learned, and innovative approaches that can inform future projects and strategies.
  • Foster an environment of knowledge sharing and collaboration across departments and with external partners.

Stakeholder Engagement and Consultancy:

  • Act as a liaison to facilitate conversations among multiple stakeholders and various countries to ensure alignment and inform program strategy. This will also include needs assessment, gathering and/or providing program-related knowledge and insights, engaging teams to generate and document additional knowledge, developing knowledge outputs for multiple stakeholders, and providing over-arching support to multiple projects and departments for program support.

Team Leadership:

  • Manage and train a team of 2-3 staff members, promoting a culture of flexibility and resilience in the face of shifting priorities.
  • Provide supportive leadership to team members who may be located in different geographies and have different cultural experiences.
  • Any other work assigned within the scope of this role.

Requirements and Experience

Qualifications

  • Bachelor’s degree in Education, International Development, Business Administration, or related field.
  • Proven experience in program management, learning design, knowledge management, or a similar role within a nonprofit or international development context.
  • Experience with education technology, behavior change, organizational learning, and talent development in a fast-growing environment desirable.
  • Strong understanding of program frameworks including theory of change, logic models, and monitoring and evaluation (M&E).
  • Proficient in quantitative and qualitative data analysis and interpretation.
  • Exceptional facilitation and communication skills across diverse cultural and professional settings.
  • Demonstrated ability to manage and prioritize multiple stakeholders and projects.
  • Leadership experience, particularly in training, team development, and change management, with the ability to operate effectively in a multicultural team across multiple locations.
  • Excellent written and verbal communication skills, with a demonstrated ability to simplify complex concepts into learning or creative resources.
  • Advanced proficiency in Excel and PowerPoint (or Google Sheets and Slides)
  • Ability to work effectively in a fast-paced, dynamic environment.

Other Considerations

  • This role includes regular travel to program implementation countries, requiring field visits to remote villages. Candidates should be prepared for undertaking such travel as part of the role.
  • Must be eligible to legally work in Canada.
