Background

Climate Emergency Collaboration Group (CECG) is a regranting collaboration made up of some of the world's largest climate philanthropic funders. We use our convening and philanthropic power to facilitate stronger collaboration, coordination, and campaigning from the global climate, development, and economic justice movements in pursuit of increased climate action around the UN climate talks and other international summits. CECG is fiscally sponsored by Rockefeller Philanthropy Advisors (RPA), a 501(c)(3), as a Sponsored Project within its charitable-giving fund.

The Investment Team supports networks of organizations working together to ensure that the political and financial decisions made in coming years support a rapid transition to low carbon, resilient economies that are more equal and improve standards of living for the most vulnerable. The team is working toward reforming the International Financial Architecture, which includes workstreams on tax, debt, and reform of international financial institutions.

Purpose of Role

The Programme Manager role is accountable for managing and implementing relevant programme pillar(s) of CECG, supporting the Programme Director through the development of sub-strategies, grant making and driving and delivering convenings that will shape and leverage CECG’s impact. The role collaborates with team members, key leaders, campaigners, advocates, and philanthropies across the international climate and development field to manage and implement practical programs based on the strategy.

The Programme Manager will contribute to developing strategic stakeholder relationships to create opportunities through thought leadership and trend identification, engagement in policy discussions and building movement power in the ecosystem. The Programme Manager will be required to build and deliver on the pipeline with grantees, maintain relationships with partners and other funders, implement and monitor strategies, track budgets, and participate in relevant reporting.

CECG is looking for an experienced and dynamic programme manager, with significant policy understanding of, and active networking in the multilateral climate and/or development ecosystem, focused on the finance agenda. Knowledge of campaign strategy and advocacy, as well as evidence of possessing a strategic mindset, are highly desirable.

The candidate will be an organized ‘self-starter’ who enjoys problem solving and working in a close but remote team. They will thrive in complexity and have high self-awareness, with excellent stakeholder engagement skills. They will possess a strong coalition-driven and co-production research mindset. They will be able to juggle different tasks at pace whilst maintaining a keen eye for detail. They will be comfortable in a virtual workspace and be flexible about working hours from week to week.

Primary Responsibilities

The job holder will have the following key responsibilities:

Programme strategy development

  • Support the Programme Director to develop and drive relevant sub-strategies of the overall organizational and programmatic strategies.
  • Conduct/commission research and analysis on specific topics to inform CECG’s pillar strategies and grant making, working closely with CECG grantees and partners.
  • Engage and collaborate with relevant strategic key partners in order to align and inform the strategy.
  • Build and maintain relevant regional, thematic, and tactical strategic knowledge and information resources to enable CECG to provide thought leadership, based on audience needs and requirements, and ensure access to high quality intelligence, analysis and data.
  • Monitor and assess programming and incorporate learnings into strategy updates.

Programme implementation and delivery

  • Attend and follow multi-lateral negotiations, processes and meetings of key partners and developing strategies for influencing and enhancing and delivering the agenda.
  • Support grantees and partners in maximising impact through supporting collaboration and the building of effective strategies.
  • Support the Programme Director in coordinating key stakeholders for collective advocacy and influencing ahead of key political international moments.
  • Arrange and manage convenings that support and align with strategic programmes through an expanded network.
  • Monitor progress and impact against objectives, identify opportunities and risks and make recommendations to the Programme Director.
  • Collaborate with the MEL team to assess impact of programming area, identify most significant changes and learnings, and incorporate necessary improvements in programme delivery.
  • Manage, supervise, and coordinate external consultants throughout the delivery and implementation of programmes and strategies.

Grant and contract management

  • Identify and map out grantee organisations to support the fulfilment of the strategy within budget constraints.
  • Identify and define terms of reference for contracts in the delivery of services to support the achievement of the strategy.
  • Identify grantees, co-develop/refine proposals aligned to strategies, support development of robust results framework, and provide recommendations and appropriate documentation for approval of Programme Director or applicable steering/working/donor group.
  • Review and finalise processing of grant agreements and contracts to ensure that delivery is in line with deadlines and programme timelines.
  • Work with the Grants Team to ensure alignment, communication and compliance with RPA policies and procedures through the grant making process.
  • Maintain strong working relationships with grantees and partners throughout the grant cycle, including supporting groups of grantees and partners around specific strategic interventions, and problem-solving challenges with grantees.
  • Collaborate with the Programme and Grants Teams to ensure grant pipeline and portfolio tracking is accurate and up to date, including budget tracking, proposals, approvals, payments and reporting.
  • Review and approve grantee reports to ensure effective programmatic delivery as agreed.
  • Continuously review the efficiency and effectiveness of the grant making system, tools and processes and collaborate with the Monitoring, Evaluation and Learning (MEL) team, to ensure CECG’s overall grant making process is effective, impactful and equitable.

Stakeholder management

  • Establish and nurture relationships with key stakeholders to align interests, foster collaboration, and support strategic objectives. Support Directors in fostering greater collaboration in the CECG network (e.g. mapping, maintaining, and strengthening relationships in the ecosystem with governments, CSOs, businesses, think tanks, donors, grantees etc.)
  • Identify opportunities for convening and bringing together stakeholders, including grantees and funding partners, around key national and international moments.
  • Encourage, model and promote good partnership practices across the organization.
  • Represent CECG through effective networking to support and maintain a positive organizational image.
  • Keep donors and stakeholders up to date on specific topics, key moments and strategies.
  • Provide advocacy and strategy advice to government stakeholders and partners.

Fundraising

  • Participate in fundraising, engage with potential new donors, draft proposals, define budgets, and negotiate grant agreements.
  • Participate in fundraising to meet the programmatic objectives and contribute to overall fundraising.
  • Build relationships with potential new funders and raise awareness within donor spaces about relevant CECG strategies and programmatic work.
  • Maintain relationships with existing donors including through regular meetings, sharing of intelligence and information on a regular basis as well as during the Steering Group meetings.
  • Work with the Programme Director and Head of Development to build fundable strategies, complete funding applications, and meet reporting requirements.

Reporting

  • Produce key focus area reports for consolidation into overall internal and external reports.
  • Prepare high quality and timely materials for monthly donor/working/steering group meetings, Bi-Annual Organizational Reporting, and other ad hoc donor communications as required.
  • Hold the preparation of documents in presentation of strategies and grants for working/donor/steering groups approval or for bi-annual reporting.

Profile

Essential Experience and Skills

  • Relevant bachelor’s degree or equivalent (e.g. finance, economics, Environment, International Policy, Political Sciences, Management, Development Studies, International Law).
  • Minimum of 5 years of programme management experience.
  • Minimum of 5 years international stakeholder management experience and public policy experience in the field of international finance or equivalent.
  • Understanding of the global economic governance and its key players, in particular international financial architecture reform.
  • Substantial experience in CSO and/or Government/Diplomatic stakeholder relations.
  • Excellent oral and written communication fluency in English coupled with proven ability to communicate with diverse stakeholders.
  • Proven ability to develop and manage campaign strategies to influence target audiences.
  • Ability to work with MS Teams (Fluxx and Monday a plus).
  • Able to operate in a fast paced and changing environment.
  • Ability to travel Internationally and a valid passport for travel.

Desirable Experience and Skills

  • Relevant master’s degree or equivalent (e.g. finance, economics, Environment, International Policy, Political Sciences, Management, Development Studies, International Law).
  • Experience in a campaigning, advocacy, strategic communications role.
  • Previous experience in climate-focused organizations/roles.
  • Experience in philanthropy and grant management.
  • Experience in multilateral negotiations.
  • Ability to converse in relevant / different UN Languages an advantage.
